Siddhartha writes to Stevan Dedijer (Research Policy Program, University of Lund, Sweden) stating his appointment with the National Committee on Science and Technology (NCST) is terminating and he seeks a position in science policy. Dedijer expresses interest, cautions about funding, and suggests work on a comparative study of science and technology policy in India and China. Siddhartha follows up with a detailed letter on China's policies, and decision making in science policy including "four different types of goal changes that take place in science and technology organisations".
