Author: Shanti Prasad Dobhal, Convenor, Anti Tehri Dam Committee. Copy of letter addressed to Mikhail Gorbachev, c/o Embassy of the U.S.S.R., New Delhi requesting Gorbachev to ensure Soviet government "does not do anything to aid or facilitate the construction of the dam until sufficient studies and data are present to ensure its stability, and the consequent safety of the people downstream".
